The Division of Petroleum Market Oversight ("DPMO" or "the Division") at the California Energy Commission seeks an Assistant Division Chief and Branch Manager for its Investigations and Industry Analysis Branch. The Division is the first-in-the-nation petroleum market oversight agency working on cutting-edge energy policy and law enforcement matters.

Under the general direction of the Director and Chief of the Division, the incumbent will function as the Assistant Division Chief. The incumbent will work with a high level of independence and supervise the work of DPMO's Investigations and Industry Analysis Branch, which is composed of highly trained legal professionals. The incumbent will take a leading role in planning, organizing, directing, and coordinating the work of the legal staff; acts for the Division Chief as requested; and regularly provides counsel to management and senior leaders within State government on matters of first impression. The incumbent will supervise a group of attorneys who perform a wide variety of legal work, with varying levels of complexity, and will independently handle complex and sensitive legal matters.

The incumbent is responsible for the full range of duties of an Attorney Supervisor, including:

• Designing staffing plans, recruiting and hiring staff;
• Leading employee supervision, development, and training programs;
• Developing strategy and tactics in the most complex disputes or litigation;
• Counseling State leaders on formal and informal aspects of the legislative and regulatory processes;
• Designing and leading complex commodities market investigations and law enforcement actions.

The incumbent is also responsible for the administration of work processes and legal program functions relating to DPMO, such as reviewing business documents, contracts, requests, and services, managing expert consultants, as well as the administration of DPMO policies and procedures and appropriate statutory provisions of applicable California Codes and regulations.

Working Conditions
This position provides hybrid telework opportunities. Beginning July 1, 2025, employees may be required to work in-person at least four days per week under the Energy Commission's telework policy currently under development as required by Executive Order N-22-25 and current CalHR guidance. CEC will review requests for exemptions on a case-by-case basis, with consideration to operational needs and the benefits of in-person interaction. Teleworking is only available for employees who reside in California. You must be located in California and provide your in-state address prior to your start date. Regular and consistent attendance is essential to successful performance. Occasional travel may be required based on the needs of the division.

New to State candidates will be hired into the minimum salary of the classification or minimum of alternate range when applicable.

Department Information DPMO was created through a special legislative session in 2023 and is the first-in-the-nation government watchdog focused on transportation fuels. DPMO is housed within the California Energy Commission (CEC), the state's primary energy policy and planning agency, which is leading the state to a 100% clean energy future.
