Role Purpose:
• To set up and manage the non-IT category under VMCP department including Facilities Management, Real Estate Projects, Administration and General Services.
• To deliver an optimized service, quality and cost offering to the customers of Procurement (both internal and externally).
• To recognize, understand and contribute towards the long-term objectives of VMCP and to support the HO-VMCP in the execution of the Procurement Business transformation Plans.
• To deputize for the Head of Department and manage the team's performance and deliverables across assigned spend categories.
Key Accountabilities of the role:
Strategic/Relational:
• Manage & deliver a professional Procurement service, consistently and fairly, in line with the corporate policies, encouraging a climate of openness, trust, empowerment, integrity and reliability.
• Develop or participate in developing Procurement Policies and procedures, and ensure continuous improvement of the same.
• Promote utilizing advanced technology to optimize/automate procurement activities.
• Identify and implement category market research plans, demand challenge, Vendor base rationalization & supply chain risk management.
• Implement advanced procurement techniques (Just in time, agility, feasibility, efficiency, effectiveness & waste-elimination activities).
• Work closely with different stakeholders to plan, streamline & enhance process workflows to ensure value for ADIB.
• Undertake Suppliers relationship management responsibilities (Contractual, relational and reputational matters) and promote a transparent and ethical procurement approach for ADIB externally.
• Conduct benchmarking against global best practices, identify gaps and make changes to VMCP offer to stakeholders.
Functional:
• Lead complete end-to-end Procurement services for assigned spend categories (FM, Projects, Administration, General Services).
• Understand, discuss, and challenge Procurement requirements with requesters to ensure legitimacy, comprehensiveness, and clarity while advising on the best approach.
• Manage and facilitate best practices in the procurement of services necessary for the effective and efficient operations of ADIB.
• Conduct procurement activities with the highest level of customer service, ethical standards, fairness, transparency and always operate in a responsive and responsible way.
• Develop standardized Projects Procurement Strategy for ADIB.
• Develop ADIB standard templates for Instruction to Tenderers and Contracts Conditions and ensure continuous improvement of the same.
• Participate in identifying the standardized Tender Technical Evaluation Criteria for technical evaluation of consultants and contractors.
• Support category buyers in high-risk high-value procurement engagements (strategy planning, negotiations, risk management, etc.).
• Report administrative, contractual and tender-related risks and develop mitigation plans.
• Ensure the development and maintenance of updated records of tendering for future reference and decision making.
• Coordinate Audit Requirements, discuss findings and implement agreed solutions.
Specialist Skills / Technical Knowledge Required for this role:

Minimum - bachelor's degree in engineering or equivalent degree / Masters is a plus
CIPS / equivalent accreditation
Project Management accreditation
Business Arabic and English - Verbal and written
A minimum of 10 years' experience in Procurement and supply chain related positions
Advanced knowledge of building construction and Facilities Management
Advanced knowledge of Project management
Previous experience in E-Procurement solutions & tools
