Position Summary
The Chief of Staff, Human Resources and Culture (HR-COS) will oversee the day-to-day planning, coordination and implementation of HR strategies, initiatives and projects within the Spelman Office of Human Resources (OHR). The HR-COS will act as a strategic advisor for all aspects of Human Resources and People & Culture strategy, including talent management, employee relations, total rewards and organization development. In addition, the position focuses on the overall employee experience, shaping and fostering a positive, inclusive, and high-performing workplace culture.
The HR-COS position will report to and work closely with the Vice President for Human Resources and Culture while supervising other members of the Spelman OHR team.
Essential Duties and Responsibilities
Liaison and Communication:
Act as liaison between VPHR and other stakeholders, ensuring consistent communication.
Coordinate HR department meetings, communication, materials preparation and ensure effective execution of key HR initiatives.
Represent the VPHR in meetings (as needed), drafting correspondence, coordinate appropriate materials and manage internal/external communications.
HR Operational Support:
Oversee and support overall human resources operations, strategic priorities and projects.
Streamline HR operations, systems, processes and potentially managing office staff.
Strategic Planning:
In collaboration with the VPHR, develop and implement HR strategies aligned with organizational goals and mission.
Collaborate with Division leaders and stakeholders to advance the College's strategic plan, including identifying strategic initiatives, projects, programs and partnerships.
Culture Building:
Develop and implement initiatives that promote a positive, inclusive, and high-performing culture. Focusing on employee engagement, well-being, and diversity and inclusion.
Talent Management:
Advisor for all aspects of attracting, developing and retaining faculty and staff employees including recruitment, onboarding, performance management, succession planning, compensation and benefits.
Employee Relations:
Address employee concerns, resolve conflicts, conduct investigations and foster positive working relationships. Collaborate with the Spelman Title IX Office.
Organization Development:
Lead efforts to improve employee engagement, performance, training, and talent development ensuring a skilled and engaged workforce and overall organizational effectiveness.
Compliance and Risk Management:
Ensure adherence to HR policies, processes, and practices comply with relevant laws and regulations to promote a positive work environment.
Project Management:
Leading and overseeing the execution of strategic initiatives, ensuring they are completed on time and within budget
Data Analysis and Reporting:
Utilize data to identify trends, measure the effectiveness of HR programs, track key metrics and make data-driven decisions.
Collaborate with College-wide leadership to articulate and implement continuous improvement and data-driven decision making.
Service and Outreach:
Represent the HR Division on administrative committees and councils, in recruitment, retention, and employee engagement efforts.
Institutional Effectiveness:
Collaborate with institutional research and effectiveness in tracking progress on division strategic and assessment plans.
Knowledge:
An understanding of shared governance and the importance of agenda setting, the ability to learn new technologies quickly, and the skill and tact needed to manage a variety of people with different education levels and backgrounds.
Knowledge of trends, issues, and accepted practices relevant to higher education, human resources and people & culture.
Strong understanding of HR principles, practices, and relevant laws is essential.

Required Qualifications
Master's degree in human resources, business administration, legal or related field.
Minimum of seven (7) years of related experience; two (2) years of experience in leadership and supervision.
Experience in managing organizational change and supporting employees through transitions.
Strong leadership and interpersonal skills crucial for leading and motivating a team.
Strong communication skills and the ability to build strong relationships with employees, managers, and other stakeholders.
Excellent verbal and written communication skills.
Exhibit strong critical thinking, analytical and problem-solving skills.
Preferred Qualifications
Prior experience in higher education institutions is preferred.
Certifications, Licenses, Restrictions
Professional Human Resources Certification (PHR, SHRM-CP, GPHR, CEBS, APTD/CPTD or related), preferred.
Physical Demands
While performing the duties of this job, the employee is regularly required to: sit, use hands to handle office supplies, operate computer and other office equipment, talk, and hear. The employee is frequently required to: reach with hands and arms. The employee is occasionally required to: stand, walk, stoop, climb, taste and smell, and lift and/or move up to 15 pounds. Specific vision abilities required by this job include close vision, distance vision, color vision, and ability to adjust focus.
