Chief Administrator, Senior Personnel Secretariat

Reporting to the Deputy Minister/Secretary to Cabinet.
The Chief Administrator, Senior Personnel Secretariat (SPS) is responsible for providing human resources and administrative management services to support the Senior Personnel Secretariat of the Government of Nunavut (GN).
This position provides strategic advice and support to the Deputy Minister, Associate Deputy Minister, Minister/Premier regarding the employer-employee relationship between Deputy Heads and the Premier and prepares contracts and reviews files of all political staff with respect to performance-based pay processes for the GN Senior Managers.
The Chief Administrator SPS supports the Deputy Minister in the development and implementation of orientation, learning and development, performance management, and other related programs associated with the employment life cycle of Deputy Heads.

The Senior Personnel Secretariat in the GN, has a core function which is to support the Deputy Minister and Associate Deputy Minister appointments process on behalf of the Premier and his office.
The Secretariat is responsible for establishing and administering policies and services that promote high quality appointments.
This includes recruitment, succession planning and selection, as well as providing advice on governance, the application of legislation, conflict of interest and political activities.
Support is also provided in the selection of Chief Executive Officers of Crown Corporations and heads of agencies.
The Chief Administrator SPS will support the Deputy Minister, EIA and the Premier by developing, implementing, and monitoring human resources programs associated with the recruitment, onboarding, and the management of Deputy and Associate Deputy Minister positions.
Coordinates the management of the human resource files for SPS staff, including salary and benefits for Minister's and at-pleasure appointees such as Ministerial Political Advisors and Executive Secretaries.
The incumbent prepares employment terms for these appointees and related transfers.
This position performs key responsibilities such as liaises regularly with the Deputy Minister EIA, GN Deputy Heads, the Premier's Office, EIA's Director Corporate Services, the Department of Human Resources (Staffing, Employee Relations, Senior Management, etc.), Department of Finance (Pay and Benefits), and other GN personnel and outside organizations/individuals as required.

The knowledge, skills, and abilities required for this job are usually obtained through a recognized degree in Business Administration, Social Sciences, Law or a related field, plus, five (5) years' experience in human resources including recruiting and developing programs in a large organization or government setting.
A Human Resources Professional designation or a master's degree in a related field would be considered an asset.
Excellent verbal and written communication skills are required.
This is a Position of Trust and a satisfactory Criminal Record Check is required.

The Official Languages of Nunavut are Inuktut, English and French.

Knowledge of Inuit communities, culture, land,Inuit Qaujimajatuqangit, Inuktut and experience working in a northern cross-cultural environment are also considered assets.
