The GTC is seeking a highly motivated individual to fill the position of Chief Operating Officer, reporting to the Grand Chief.
The Chief Operating Officer (COO) is a member of the Senior Leadership Team of the GTC, responsible for day-to-day operations and implementation of longer-term strategic directions set by the GTC Board of Directors and Executive.
Specifically, the COO's main responsibilities include providing strategic organizational and administrative leadership and direction to the organization's Early Learning and Language, Culture & Heritage, Health & Wellness, and Education & Training Departments (the COO's Departments).

KEY RESPONSIBILITIES

  1. Provide leadership in strategic planning, organization, implementation, reporting, risk management and control for the COO's Departments.
  2. Effectively manage the operation of the GTC through positive collaboration, and by playing a senior advisory role to the Executive (Grand Chief) and Board of Directors as well as to the Senior Management Team, and expert advice and information to the Gwich'in Leadership and Participants in regards to the vision, values and overall strategic goals and objectives of the GTC.
  3. Actively participate in the strategic and financial planning and priority goal setting and review, develop, and implement policies and procedures for the COO's Departments.
    Collaborate with the Executive and Board of Directors in analysis of problems and development of solutions for the GTC.
  4. Provide strategic advice in the development of policies and procedures for the COO's Departments.
    This includes regular internal and external environmental scans to introduce new policies and update existing policies and by-laws to reflect emerging issues and trends within the wide range of programs and services of the GTC.
  5. Proactively support the Executive and Board of Directors' strategic and policy planning needs by providing advice, guidance and consultation on strategic planning policy framework development issues.
  6. Accountable for all program funds, operational budgets and financial reporting for the COO's Departments in accordance with the Gwich'in Comprehensive Land Claim Agreement (GCLCA), relevant legislation, regulations, directives, policies and procedures.
  7. Accountable for the oversight of the GTC's initiatives to ensure that all program areas are being fully promoted, utilized and maintained in a manner that meets the needs of the Gwich'in Leadership, Gwich'in Participants and other stakeholders.
  8. Liaise on a regular basis with the Gwich'in Leadership and Participants located in the Gwich'in Settlement Area which include Aklavik, Teetł'it Zheh, Inuvik and Tsiigehtchic and other stakeholders to determine community priorities and concerns in respect to the work of the GTC as well as to provide community updates on all GTC programs and services and initiatives.
  9. Lead, direct and manage staff within the COO's Departments through the establishment of clear work plans and priorities, effective communication between all staff, provision of effective performance feedback and yearly performance appraisals, and provision of professional development and training.
  10. Direct and/or prepare various documents, including program/project status reports, briefing notes, correspondence and presentations on the COO's Departments.
    Support the planning and development of the GTC Annual Report and other related documents.

Competencies

Experience:
The ideal candidate will have leadership experience within a government at a senior, advisory level.
Experience working with Indigenous groups and/or exposure to land claim agreements will be significant assets.

Able to read the audience and alter their delivery to ensure the message is received and understood.
Highly articulate and sensitive to the perspectives and needs of others.
Experience presenting to and interacting with an elected council or Board.

Collaborative and Empathetic:
Initiates and fosters a spirit of cooperation to achieve organizational goals using a consultative approach.
Highly empathetic to individuals balanced with a community-orientation that prioritizes the collective needs of the Gwich'in.

QUALIFICATIONS

  • A post-secondary and/or university degree in a related discipline.
  • Eight to ten (8-10) years of experience leading program development and delivery in a complex public sector organization, Indigenous or other related organization.
    Experience working with an Indigenous Nation or organization will be highly valued.
  • Knowledge of the overall Gwich'in Tribal Council's mandate, goals and objectives and the political and social environment in which the GTC programs and services are offered.
  • Superior communication and presentation skills, both oral and written.
  • Ability to analyze and interpret legislation, policies, and procedures.
