Job Duties Supervise staff in delivering one or more specific Information Technology Division (ITD) functions within a single IT Portfolio.
ITD functions include but are not limited to:
Project Management, Customer Relationship Management, Data Management, BI & Reporting, Enterprise and Solution Architecture, Application Development, Maintenance and Throughput, Security, Governance and Compliance, Service Desk, Incident, Release, Transition and Change Management, Asset Management, IT Operations, Availability and Capacity Management, Financial Management and Procurement.
Responsibilities:
Oversee Information Technology initiatives for assigned program.
Assign resources to project teams to complete deliverables.
Ensure the development, training and performance improvement of assigned ITD staff.
Apply concepts, practices, and procedures of supervision and leadership in each assigned functional area.
Ensure compliance with VDOT and VITA policies, standards and guidelines governing IT computer systems.
Oversee work and staff in assigned program to ensure consistent process and quality standards are implemented.
Supervise staff supporting assigned ITD function(s).
Responsibilities include supervision of staff in execution of day-to-day processes tied to the specific ITD function.
Perform managerial and technical work ranging from simple to moderate difficulty.
Interact with peer supervisors and the IT Portfolio Managers to meet customer needs.
Provide compliance management and ensure that staff comply with required VITA, DHRM, VDOT, and ITD policies, processes and procedures.
Plan, oversee and implement delivery of technology projects or services.
Oversee staff assignments and priorities.
Develop training plans for team members.
Develop and implement procedures, processes and best practices.
Provide strategic planning for program areas and recommend new technologies.
Work with peers and subordinates to define strategic direction for assigned technology program.
Evaluate tools and prioritize work efforts with stakeholders from ITD and business units.
Identify business processes that may be improved with technology solutions.
Create processes and tools to facilitate increased efficiencies.
Provide status reports on project plans, timelines, schedules and progress updates.
Participate in strategic planning for programs, projects or systems.
Responsible for tracking operational metrics on assigned ITD functions.
Apply those metrics to identify and improve function specific processes.
Required Skills:
Ability to supervise technical staff and programs.
Experience in managing technical staff in D365 and Power Platform areas.
Hands-on experience in implementing projects in SharePoint Online, Power Platform, and D365 technology areas.
Ability to supervise and coordinate multiple projects and teams of a complex and technical nature.
Ability to communicate effectively orally and in writing with diverse audiences and to make presentations and conduct meetings.
Skill in the use of computers and software applications.
Skill in technical troubleshooting to include applications, systems and network problems.
Ability to perform system analysis and design.
Ability to collect and organize performance metric data to present to management.
Ability to develop, interpret and apply policies and procedures in an IT environment.
Ability to interact and communicate effectively orally and in writing with internal and external customers.
Ability to develop and implement work plans.
Technical knowledge and skills in technologies appropriate to assigned program.
Skill in researching best practices and applying them to organizational guidelines and policies.
Ability to multi-task in a fast-paced environment.
Ability to establish and maintain professional working relationships and interact effectively with customers and vendors.
Skill in organizing and prioritizing activities.
Knowledge of technology and methodology of computer and network systems and software.
Minimum Qualifications Skill in managing IT functions including IT Governance and Compliance, Enterprise & Business Architecture, IT Service Management, Asset Management, Infrastructure and Ops, Application Development, PPM & Projects, or Data and BI Management.
Skill in financial management.
Knowledge and skill with technologies and functions appropriate to leading an IT program area.
Skill in people and resource management.
Skill in leading IT professionals in the planning, analyzing, designing, developing or implementing information technology programs, projects or systems for a large organization.
Additional Considerations PMI Project Manager Certification as applicable.
Experience leading full stack IT Developers and or Infrastructure & Operations Engineers IT professionals.
Experience leading projects in the cloud technologies especially in the areas of SharePoint Online, Power Platform, and D365.
A combination of training, experience or education in Computer Science, Information Systems, Engineering or related field is desired.
