Hospital Police Officers receive direct supervision from a superior police officer. Officers in this position are distinguished from other peace officer classes by being regularly required to perform law enforcement duties in close proximity to patients with and without mental illnesses. Employees usually work on a rotating shift and must have a willingness to work at night and to report for duty at any time when emergencies arise.
Position FactorsPOSITION RESPONSIBILITIES/DUTIES

Maintaining law and order on hospital grounds
Patrolling and protecting hospital buildings and grounds
Checking for unauthorized movement of patients, breaches of security, and unsafe conditions
Conducting administrative and criminal investigations
Making arrests; testifying in court
Enforcing vehicle traffic and parking regulations and issuing citations when necessary
Monitor patient and visitor activities on hospital grounds
Assist nursing personnel in controlling severely combative patients
Carry out standard search procedures in cases of seizures or unauthorized patient absences
Officers transport patients under security as required and perform other related duties
Performs other work as assigned

REQUIRED EDUCATION

High School Diploma or equivalent certificate.

REQUIRED QUALIFICATIONS

To coincide with the minimum qualifications of the Virgin Islands Police Department:

At least twenty (20) years of age but not have reached his/her forty-six (46) birthday. A candidate for enlistment must be a citizen of the United States of America. No criminal record (misdemeanors, juvenile offenses and traffic record of moving offenses to be evaluated by the Commissioner of Police). May not have any convictions for Domestic Violence or any Domestic Violence restraining orders in place against him/her, or any other Brady Act prohibitions that would preclude possession of a firearm. Certification from the Department of Health as to physical fitness and agility. Pass psychological examination administered by the Department of Health or a qualified medical practitioner. Possession of or ability to qualify for a motor vehicle operator's license. (must have operator's license by end of training period). Successful completion of training requirements administered by the Police Department. Must successfully pass a physical agility test, administered by the Virgin Islands Police Department. Must pass a comprehensive background check conducted by the Internal Affairs and Applicant Screening Bureau of the Virgin Islands Police Department.

Peace Officer Training and Standards Academy pursuant to the Virgin Islands Code title 23 Chapter 16

REQUIRED KNOWLEDGE/SKILLS/ABILITIES

Ability to apply sound judgment in the enforcement of hospital rules and regulations and applicable Constitutional and Virgin Islands laws necessary for the protection of persons and property
Ability to physically apprehend and control patients or law violators
Ability to remain calm, and think and act quickly in an emergency
Ability to adopt an effective course of action in dealing with unusual situations
Ability to use patience, tact, and emotional stability
Ability to use impartiality in handling disturbances and confrontations
Ability to communicate convincingly and effectively
Ability to work closely with medical and nursing staff to resolve patient-related problems with a sympathetic understanding of the problems of the mentally ill
Ability to deal effectively with patients, the public, and other law enforcement agencies
Ability to prepare clear and concise reports

WORKING CONDITIONS
Working conditions vary. Employees will work in and out of the building daily. Job duties require that the employee perform security and traffic checks of the facility grounds. Has Category 1 risk of exposure to infectious diseases, but receives training in hand hygiene practices, Universal Precautions and has access to personal protective equipment if direct exposure is anticipated; is subject to interruptions and noise daily.

This is entrance level police work where the employee is expected to use judgment in the enforcement of laws, rules, and regulations in accordance with established departmental practices and procedures.
