Overview:
WHO WE ARE: Established locally in 1911, Volunteers of America Northern California & Northern Nevada (VOA NCNN) is one of the region's largest providers of social services. Our professional staff operates more than 40 locally managed and delivered programs. Services include food and shelter, counseling, independent living and parenting skills, substance-abuse treatment and rehabilitation, and job training. Currently, VOA NCNN provides shelter or housing to over 3,500 men, women, and children every night.
OUR MISSION: To change individual lives, instill hope, increase self-worth and facilitate independence, through quality housing, employment, and related supportive services.
PROGRAM AND LOCATION: VOA-NCNN, a Certified Great Place to Work, is recruiting for a Shelter Director position for Our Place Shelter. This is a full-time, exempt position. Our Place is a housing focused shelter designed to create a safe and stable environment for women and families who are experiencing homelessness. Our Place connects our guests with services and places them into permanent housing. Located on a 20-acre campus, this emergency shelter operates several homes, a welcome/intake center, dining hall, and a clothing boutique for 138 women, 38 families and 20 senior women and their animal companions. During the winter, Our Place also provides emergency housing for an additional 25 women.
Responsibilities:
OBJECTIVES/ACTIVITIES:
A. Responsible for the overall management of the shelter services at Our Place Shelter. This includes diversion and intakes, staff hiring, training, retention, corrective action, termination, participant property, and the health and safety of the shelter.
1. Serve as the primary point of contact for Washoe County and partner agencies.
2. Attend all meetings and training as required by Washoe County.
3. Present program achievements as requested.
4. Ensure compliance with contract and funding source requirements.
5. Ensure that recommendations are implemented as agreed upon.
6. Communicate all program updates, staffing shortages, changes, and supply delivery issues to Washoe County staff within the allotted timeframe.
7. Identify resources and develop and implement procedures necessary to enhance the program.
8. Assist the finance department in developing budgets and completing monthly/quarterly/yearly grant reports. Work with the finance department to resolve any billing discrepancies or questions.
9. Ensure that quality program services are provided within the established budgets.
10. Respond to requests from funders and/or partners.
11. Participate in audits and monitor visits.
12. Provide leadership of administration, organization, and coordination of Volunteers of America activities.
13. Implement and monitor all approved Washoe County operations-related policies and procedures.
14. Collaborate with Washoe County to revise and direct the approved operations policies and procedures.
15. Consult with and make recommendations to Washoe County on problems related to the operations and management of the Our Place Shelter.
16. Provide all documentation to comply with contractual agreements.
17. Complete monthly, quarterly, and annual outcome reports.
18. Work with Our Place leadership, develop and maintain shelter operational manuals.
19. Respond to complaints from contracting agents, property neighbors, and any other program-related affiliate or as requested.
20. In conjunction with Washoe County review, investigate and respond to all client appeals when required.
21. Develop and implement a Quality Assurance Plan to facilitate client feedback on the quality of services to include regular participant satisfaction surveys.
22. Implement feedback on the quality of service to key stakeholders, including Washoe County.
B. Ensure the health and safety of the shelter.
1. Ensure the facility is safe and secure in conjunction with the contracted security agency and Washoe County.
2. Respond to critical incidents as needed. Responses may be required in the evenings and weekends.
3. Review all critical incident reports, investigate incidents, and report on incidents.
4. Attend all Root Cause Analysis meetings.
5. Ensure all maintenance issues are reported to Washoe County.
6. Report any health or safety concerns to Washoe County.
7. Establish a plan to maintain the cleanliness of the facility.
8. Find or provide emergency shift coverage if needed.
C. Train, develop, and motivate staff.
1. Develop a plan to ensure all staff receive the required training within the allotted time frame.
2. Report all training to Washoe County as requested.
3. Help establish goals and objectives for staff and assist in the evaluation regarding achievements of goals.
4. Identify and ensure appropriate ongoing training for staff.
5. Provide direction and assist supervisors in conducting ongoing performance reviews as required.
6. Assure that employee performance meets or exceeds program requirements.
7. Provide direction to supervisors on employee performance improvements when necessary.
8. Respond to personnel complaints and provide technical expertise to handle exceptions to standard policies.
9. Provide training and oversight to supervisors in order to ensure HMIS data is entered timely and accurately. Ensures all HMIS reporting requirements are met.
10. Attend staff meetings.
D. Responsible for disseminating information to staff and senior management on program developments as it applies to the overall operations.
1. Communicate procedures and company policies to the leadership team and ensure proper implementation. Develop procedures as needed.
2. Serve as part of the organization management team by providing information and support for the development of quality operations.
3. Maintain a professional working relationship with all employees.
4. Provide direction and supervision to the Assistant Director and supervisors.
E. Responsible for self-development
1. Maintains professional affiliations and enhances professional growth and development to keep up with the latest trends in non-profit management and provision of social services.
2. Continually learn and enhance technical and interpersonal skills.
3. Attend all mandatory training as assigned.
4. Attend all Management Leadership meetings.
5. Maintain an above-average working knowledge of fire, safety, and health standards to ensure a safe work environment for all personnel.
Qualifications:
EQUIVALENT EDUCATION AND EXPERIENCE:
A Degree in Business, Public Policy, and/or Public Administration or related field is required. A Master's degree in a related field is preferred. Four years of program management experience may substitute for the degree requirement. Three years of supervision experience is required. Three years of experience in health/homeless services is preferred. Expertise in managing a multi-program business that serves .
